Save files are different from PCSX2 "Save States" ( sstates ). Save files are simulated memory cards ( .ps2 or .mcr ), while save states are quick-saves. The methods above are for permanent memory card saves.

Navigate to mass:/ (your USB drive), highlight the save file, and press R1 to select Copy .
Press to go back, then navigate to mc0:/ (Memory Card slot 1).
